Cannot download

Hello I am trying to get back into UO but I cannot download assist uo nor Razor

I try to download both one says my cpu has a up to date version of c++, the other says my .NET version is newer than .Net 4. Neither link will put up a shortcut to the programs on my desktop.

So far no luck cyrrently at work on a smart phone though.

I have a server to play on just need to get razor or uo assist.
I appreciate the help/responses.

Razor is from what I understand, now on github. Might want to search for it there
