Adding new map tiles

Hello, I'm a newbie.
First, let me kiss some behind by saying that I love this forum and everyone in it. I did search before posting this question.
Now, I am attempting to make a more modern shard and I think (hope) I'm doing ok so far. However, I would like to use a custom concrete map tile for the entire map, instead of grass, or sand, etc..
I know how to add custom items, but not tiles.
So, how do I add custom map tiles?

Additional information that may, or may not, be useful:
Using: RunUO 2.0, Dragonmod 11, Gimp2.6
 
in mulpatcher load up art, texture & tiledata
then go into art(map) and add your new tile art
then do the same for texture in the same slot (it is different art work than the one for art - look at others for examples)
then go into tiledata(map) and set the settings for that tile slot also

then save them all and patch to server and players

as for dragon using it, i do not think it can custom ones

but you can use centrED and manualy change or also do with larges are commands and do a whole lot at once too (or the whole map lol)

Thank you, very much.
Would it be possible to replace one of the existing tile sets, one that I will not be using? Would dragon work with it then? Maybe?
