With the latest Windows Defender definition it will not allow you to download or run the Razor utility.
It sees it as a trojan threat and removes it.

    Trojan:Win32/Peals.F!cl
    Alert level: Severe
    Status: Quarantined
    Date: 1/3/2018
    Recommended action: Remove threat now.
    Category: Trojan
Details: This program is dangerous and executes commands from an attacker.
    Affected items:
    file: C:\Program Files (x86)\Razor\Ultima.dll

About all I can think of to do about it is contact Microsoft & tell them of the "false positive" you're getting. Maybe they can issue a fix for it.

Where are you downloading Razor from?
Make sure you're getting it from http://www.uogdemise.com/razor/ as that is the official home for it, anywhere else the file could be compromised.

    I would say that's a reliable source.

False positives are a huge issue with windows defender. Ever since they failed to detect 'wannacry' on hundreds of windows operating systems they've basically switched to a policy of marking anything unknown with any type of ability to transmit data as dangerous. You actually have to submit the software to them and they add it to a white list if they think it's okay.

    Anyway, your razor is fine.
