Can't start Razor.

Operating System: Win XP
Razor Version: 0.1.1
Emulator Logging Into: RunUO Beta 34
Client Version: 4.0.0o

Brief problem Description:

when I run Razor.exe I get the following error:

The application failed to initialize properly (0xc0000135), Click on OK to terminate the application.

Same error for me, runing Xp also

apparently downloading and installing this fixes it:
