Was there one in there? An Owner account? If so, you can delete it, and then the Server should prompt you on startup. I don't know if you can just type an account in there, because the password is encrypted, and I am not sure if it accepts blank passwords.

You know which one is Owner, because it has this line:

  <accessLevel>Owner</accessLevel>

Well, that explains some things. Well, there is no Owner account in 1.0, so look for Administrators instead.
