I really wonder why everyone so much about levels lately xD
If you want leveling people/monsters, and if you have the core of the game and know how to compile it, then i would recommand you to edit the mobile.cs in the core files and then recompiling it. Otherwise if you don't have th core at your dispostion, i would recommand simply editing the basecreature.cs and playermobile.cs to add leveling flags.
then you will have to find the tutorial on serialization to save the level amount in the server.
And please, ask more info, and more specification about what you want to achieve.
