Lootpack

I'm sure this question has been asked before and I apologize. I did search and found the method but I'm still confused.
I noticed that the monsters are not dropping any magic armor or weapons. Is there by chance a script that can be loaded to change the lootpacks ?
If not is there a post explaining the method to change the lootpack that a 5 year old could understand ? That's about the level I'm on when it comes to scripting.
