Need help with recall runes being blocked...

I have been trying to search the forums for my issue but I have been unable to find anything. I am using RunUO 2.5 and Nerun's distro. Every time a player marks a rune and then tries to use it they get a 'that location is blocked' message. This is every time for every rune. Can someone point me in the right direction for fixing this please.

Sorry, I am an idiot. My friends and I haven't played UO in about 7 years. We were trying to use teleport to activate the runes instead of recall. I guess you can forget a lot in that time span.
