Edit: had trouble getting my custom made map to replace feluccas)
Edit2: Figured it out finally.

After your bmp is created:

*Go into Runuo/Misc/Data.cs Change to: Custom Server directory.
*Copy map0,staidx0,statics0 from mondains copy to Custom Server Server Fold.
*Run server, login.
*[Unfreezemap
*Save/logout
*add files from Custom Server folder, to your UO directory (mondains copy)
*start server/login
*[clearfacet
*save/Logout.
*Copy files to Mondains Copy folder.
*Copy map0,staidx0,statics0 to dragons folder.
*open Dragon.exe Convert
*open DragonSP.exe Convert files
*add files back to mondains/Custom Server folder.
*new map should be there.
