Razor restock issue

Can anyone help me out. I am trying to get razor to restock regs/items, however, when i select my target back it begins by queuing the actions and then reports "you must wait to perform an action". I have tried numerous times selecting different bags, bank box, reg boxes, readding the items to the queue list, etc.

I am not sure if this is a client issue or a user issue. Any advice?
