Third party feature on character list packet

I've been peeking in the GitHub svn and I found something strange, what is this Third Party Feature (Link Here) ? It does not seems to be the same as the assistant feature negotiation (Scripts/Misc/Assistants.cs) but have similar options. The svn log is marked as 'branch sync' with no detailed information
