Reputation helps. Get one or two players who really like the shard, and they'll spread the word around alot.

I mean hell, I'm NOT on any lists, and I have >50 accounts, and that's WITH purging unused accounts every month (granted, only ten or so are active ;->). This means I get 10-20 people at least LOOKING at the shard once, and that's every month.
