OK, I am still clueless. Sorry...
I didn't see any commands in the documentation for spawning a world, and there was no option for this in the admin tool. I tried [SpawnWorld and [CreateWorld but those were both "invalid commands".
I used the moongates to get to the other regions (Malas, etc) but they had no creatures, either.
I couldn't find any info in the doc on turning off the Test Center or changing the start locations per OSI (I am using the defaults).
I don't know what you mean by "remove the extras" from character creation.
