If you turn your computer off then there is nothing to run your shard. You would need another computer turned on that was running your shard.
This can be done by purchasing hosting service. The official place to get hosting around here is ev1servers :

If you can't pay for hosting you can subscribe to runuo and ask for a host in the classified forum.
