I'm sorry but I have to disagree to some degree here with some of you have posted. The first thing you stated was that you have a co admin, and from your description it was this coadmin that gave this person GM powers. If you are the shard owner you have full rights to fire this person, but I feel that perhaps you should suspend the GM in question until the Admin that gave him his position has an opportunity to deal with the GM, then perhaps the two of you could make a decision together.
