Do you have a firewall? you may need to configure it to allow RunUO, also do you meet the other things like having a webpage etc.(only needed to make it public).
Finally is the IP you added correct. Try making it local, set the IP to 127.0.0.1 see if you can access it then, if you can, then go to myip or a similar site and get your IP, then put that into the IP on UOgateway
