You are trying to start a RunUO server right? ...as an Admin? If you just want to learn to play UO, there are better places to get help.
To run a server, I would suggest you start with reading the Sticky threads at the top of each forum. Start with Server Support and General Discussion. Specific questions can most often be answered with a search or browsing through the Frequently Asked Questions forum.
