Although I do not entirely agree with my fellow forum member I agree on the point that an additional script request forum for 'non-subscribers' will not be a beneficial addition to the forums.
The main problem would lie in the fact that basically anyone who just downloaded a runuo distribution would get the grand idea to fill up this request forum with a few posts.
Not only will this cause a lot of clutter but most of the script requests will already have been created (there's a lot of people that do not search first), a lot of nonsensical requests will appear (like a football helmet filled with cheese [that one actually exists :]) and people will undoubtedly request things that will be considerably more work than others are willing to invest.
From personal experience in the subscribers script requests: Only very few ideas actually get scripted by 'external' scripters. Complex ideas generally get ignored or put on position 3422247 on someone's to-do list and too simple requests generally get ignored because they're too simple.
Finally there is the concern that someone will actually script your great and wonderful idea and then not give it to you when it's done.
The only benefit I could see in such a request forum would be that it'll make a good place for some people to pick up a new idea or two.
Even then I would predict that only one out of every 20 script requests will ever be answered and there's a decent chance that some people who are at least 'trying' to script will simply just reduce themselves to requesting.
A nightmare from a forum mod's point of perspective (unless it is unmodded) but a considerably simple addition.
All in all I would say it's worth a try to create a non-subscriber script request forum but I seriously doubt it's viability.
