I would say that the vast majority of users on here speak and understand at least SOME English. Since we don't have that many Chinese users, I would say English is the best bet.

The population of most non-english-language-speaking forumizens is too small to properly provide support for people speaking any other language. (The notable exceptions being Spanish, German, and Turkish) Based on this, I think that it would probably be better to keep the forums in a mostly single-language format.
