It would be nice to see some security on houses for staff members where a staff owned house may not be entered by another staff unless they are on the house access list the same as players. maybe an extra set of access levels could be added when a staff member takes ownership of or places/creates a house.

What you're asking is "make the staff just half staff without staff powers"...
Personaly I never see that happens...
If you don't trust someone than either make him a councelor or ban him altogather (I'll go with the ban personaly).
Making him a gm that can't do gm stuff makes no sense...
