1. It depends on what kind of question you have; if it's a question on how to create/debug a script, you'll post it in the Script Support board. If it's a question on how the server operates, connection issues, etc, you'll post it in the Server Support board. If it's something else kinda unrelated, you'll post it either here or in the General Discussion board.
Note: never post script *requests*. That's against the rules and it'll get you either warned or banned
2. You can! You can go to
OrBSydia DevNet and get UOLandscaper (there are other tools to do this, but this is my personal preference). It's a bit difficult to get used to; I suggest that you use it to make a practice map (not one that you actually plan on keeping/using) but just one to see how different tiles, elevation, etc works.
Note: if you want to use a custom map, you'll have to patch it to your players when they connect. To do this, you'll need a host with webspace. There are a number of free hosts available for this (I don't know any off of the top of my head, unfortunately...)
3. You absolutely can! It's not even very hard either
There's a script called Knives' Townhouses that'll let you sell houses in-town, and it'll take only a small script modification to disable the sale of house placement tools/deeds.
