They weren't ranked in order, but you said that the fact that he was 1) An illegal immigrant and 2) a repeat offender were the "sickest parts". While I certainly agree with the latter, the first has very very little to do with anything.

I was speaking of this instance, centric around juarez specifically, so yes it has everything to do with the situation. He shouldn't have been here, and He raped more than 1 person so all in all it is very relevant that he is an illegal immigrant.
