Yes, but many people won't risk something new getting past them.
I'm not one myself, but it looks incredibly suspect when the forum's got full support for attaching .cs files

I think you need to read what you quoted. The forum has support for one script at a time, if he/she wants to post on script at a time, that's fine. Really, there's no reason not to. My point, and one that's made almost every time this is done, is that there's a perfectly functional option to upload one script at a time if you want to do that, and no need to zip/rar it. Last time I put a script up? That'd be last time I updated my spells package, and I doubt I'll submit another until RunUO fully supports SE, and I can add some of the functionality I need. Why, when was the last time you put a script up? *edit* You know, much as you failed to read what I wrote before replying, and despite your rude question, I approve of the sentiment. Have some positive rep.
