Well, I am not sure if this is exactly correct or what is wrong with your computer, but it might help. Almost everytime I install Ultima Online on my computer it restricts access after a while to just the account I installed it on. This really only applys if one has NTFS as their filesystem, and my fix really only applies to Windows XP Professional, as that is the only OS I have fixed it on. In security tab of the properties window of the folder or file that has the "access is denied" problem, make sure any user that you want to have access to the folders and/or files has the correct permissions. If you do not care who can access the files and folders, you can click the "Add..." button, type "Everyone" into the windows that opens, click OK, select "Everyone" in the list of users and groups, and allow the "Modify" access. This should let most people access the files and folders, barring a conflicting Deny setting. I would rather not get into all the security settings, so I will leave it at this. This possibly did not make much sense or apply to your situation, but I hope it helps.
