Parry gains - RunUO

Hey i cant figer this out and would like some help with it. might seem dumb but how can i gain parry with bushido. i have 80 bushido and when i put on a sheald and go out to gain parry i cant gain. is there a way to do this. parry works fine when i have no bushido but once i gain a few parry seem to stop working. it would really help me a bunch thanks.
