Error connecting to SVN - RunUO

I get the following error connecting to the SVN:

Error * Can't connect to host 'svn.runuo.com': No connection could be made because the target machine actively refused it.

I get the same error using Tortoise or IE6.

I get the same type of error at work with the program they use for the hotel. Usually happens if the server computer its installed on has frozen up or the program itself isnt running for some reason, or is in the process of starting up. Not sure if that will help any or not.
