The OSI Catch Up Thread
I decided to find as much information as I could on changes that have happened in the game over the last several publishes.
I do not have this in any specific order although it tends to go from newest changes back to older ones. This is going to be pretty sloppy looking but I was not about to sit around wasting all day to neatly organize it all I do have better things to do sorry about that.
But the point here is that you can find out what has changes and the list covers everything back pretty far.

Valentines 2007:
* Characters more than 30 days old will receive a Red Velvet Box containing the following:

Scenario 1: War of Shadows
This publish introduces the advance forces of the Shadowlords, continually harassing the outlying Britannian cities during this scenario. Below are some details about the events coming up!
* Vanguard Controller
o Rides the Dread Warhorse
o Wields Obsidian Blade and Chaos Shield
o Commands small units that attack the populace, from brigands to nightmares
o Special AI to handle movement during combat
* New mount: Dread Warhorse
o More powerful than a nightmare
o Special radius poison attack (when untamed)
o Special display "trick" for owners (when tamed)
o Requires 3 control slots
* Obsidian Blade
o Hit Life Leech: 10%
o Hit Stamina Leech: 20%
o Hit Chance Increase: 20%
o Armor Ignore: 1%

Faction Updates
In order to promote accessibility and invigorate Factions, we’ve made several changes and fixed some bugs. Additionally, Factions will play an important role in the Warriors of Destiny plot arc.
* Faction size limit and load balancer removed: individual factions can grow to any size.
o Previously capped at 200.
* Multiple characters from the same account may join the same faction
* An account cannot have characters in different factions on the same shard
* Removed 30 day character age requirement
o “Young” players cannot join factions
o “Young” players will be removed from guilds that join factions
* One vote in faction elections per account
* Only one character per account may run in the elections
o 15 day character age requirement to run in or vote in elections
* Quit time reduced from 7 days to 3 days
* Resolved issues with ghosts using stairs
All account restrictions are based on the server played on. You can have an account in Shadowlords on Pacific, and Minax on Atlantic, but not have an account try to be in both factions on the same server.
House Placement Changes
This publish implements several changes to prevent house placement exploits.
House resizing moved to Pub 53
House resizing:
* Saying “I wish to resize my house” demolishes your house, when said beneath your house sign
o You'll receive a final warning confirmation window before it goes through
* Places a one hour account-bound placement zone where your house used to be
o Any character on the account is guaranteed replacement on the same plot for an hour
o Circumvents the normal 7 week delay between demolishes/rebuilds
o The new house can be smaller or larger than the original area, as long as the surrounding area can accommodate the change
* This action is equivalent to demolishing your house:
o Cannot resize if vendors/vendor belongings are present
o Drops any objects in the house to the ground. You *must* clear your house before doing this to avoid item loss
o If you have grandfathered houses, just like demolishing, this *will* condemn them
Changes:
* 15 day character age requirement to place or trade a house
* Water barrels/magic fields/etc will no longer block house placement
IDOC behavior (houses that collapse through decay)
o When an IDOC drops, housing cannot be placed on the lot for a random amount of time
o Items that drop from the IDOC will have protections against scripted looting
* House placement tool will have a cooldown if used too many times in a given time period
* Must now wait one hour after building a home before demolishing it (previously 15 minutes)
Spring Cleaning 2008
Ah, how time flies. Spring has come once again to Britannia, but the sweet smell of blossoming flowers outside our homes can’t belie the memories of battles fought long so very long ago. Or is that the chest overflowing with Ophidian weapons in the corner? Or maybe it’s the bag of cursed artifacts hidden upstairs?

* Normal Ophidians now have a chance to drop rations and snake skins. You can find them in T2A lands.
Community collection box is located with Onoe the Soldier. To turn an item in, just drop it on the correct NPC. Saying "info" in front of an NPC will give you a list of acceptable items.
New Music
We've just added four brand new themes to UO! These will be integrated into various areas and epic battles, but you can listen to them right now by navigating to the /Music/Digital folder in your 2D installation.

General Fixes
* Fixed a bug where players that use the Basket of Herbs could lose 20 points of cooking when the effect wears off instead of 10 points of cooking.
* Explosion potion should no longer go off and reveal the player if the player is in no play mode (character transfer).
* Pet release gump should now closed the moment a player is in no play mode during a character transfer.
* Players should no longer be able to stable pets while a pet trade gump is open.
* Spellweaving: Essence of Wind. Casting Speed and SSI debuff potency have been flip flopped
* Fixed an issue with Ronin not being able to access secures in their own houses if permissions were set to "guild"
* The Curse spell should no longer sometimes last past its intended duration
* When a monster casts Curse on players the icon should now show in the buff icon tool bar
* Fixed bugs where Paroxymus's swamp dragon can despawn if it is killed
o Fixes the 2 rare mounts obtained from peerless mobs.
o Will no longer be marked as a summoned pet.
o Will no longer be deleted by other monsters special moves.
* Fixed a bug where some "Sacks of Flour" could not be used as a cooking ingredient
* Players guarded by pets that are attacked via the Paralyze spell in a guard zone will no longer get guardwhacked

* Pet summoning ball changes:
o Pet summoning balls unhide the summoner when attempting to summon their pet.
o Pet summoning balls have a disruptable casting animation like other spells
o Pet summoning balls have a reuse delay of 15 seconds.
* Pet AI changes:
o Guard: The pet should guard as it does currently.
o Follow: The pet should follow. It will not attack anything, even if it is attacked.
o Come: The pet should come. It will not attack anything, even if it is attacked. (If the pet cannot pathfind to its owner, it will not become passive.)
o Kill/Attack: The pet will attack its target as it does currently.
o Stop: The pet will stop attacking. It will not attack anything, even if it is attacked, and may wander.
o Stay: The pet will stay where it is currently, and will not attack anything, even if it is attacked.
* Fixed an issue where Talismans were occasionally spawning without any properties
* Players can no longer place insured items on a player-run vendor. (Existing insured items on vendors will not be affected.)
* Quest items will now untoggle if the player dies while carrying them
* Players will now receive a 'You have too many pets guarding you' system message if they already have more than 5 pets guarding them. (Note: pets in the stable that have been commanded to guard may count towards this limit.)
* Each pet that is guarding a player will have a "Guarding" note on mouseover.
* Fixed issues with the list of guarding pets not being maintained correctly
* Provoking onto a creature will no longer cause those in combat with that creature to stop fighting
* The Darkwood Armor set bonus now has 100 Luck instead of Night Sight
* Acid Proof Rope will no longer remove a spell from a spellbook when crafted
* The "Bless" spell icon will no longer incorrectly disappear if the player logs out
* Regina in Castle British now lets you know if you are on the wrong stage of the quest rather than just saying you are too busy
* Fixed system message upon creating an alliance to correctly show the alliance name
* Exceptional crafted chocolate will have the maker's mark attached correctly
* Salvage bags will no longer recycle Age of Shadows gift clothing
Publish 50 Changes:
* Changed all Blacksmithing and Tailoring runic intensities. Runics will now better match up to higher end loot. Maximum intensities are now 100% for all tailoring and blacksmithy runics, minimums are as follows:
* Blacksmithing:
o Dull Copper: was 10, now 40
o Shadow: was 20, now 45
o Copper: was 25, now 50
o Bronze: was 30, now 55
o Gold: was 35, now 60
o Agapite: was 40, now 65
o Verite: was 45, now 70
o Valorite: was 50, now 85
* Tailoring:
o Spined: was 20, now 40
o Horned: was 30, now 45
o Barbed: was 40, now 50
* Increased chance for GM smiths to get a hued BOD: +20% at 110 skill, +40% at 120 skill
* Increased chance of receiving a Valorite BOD
* Large footwear BODs should now be available in hues
* BODs now have a 10 second wait time between turnins
* NPCs now vocally acknowledge a BOD turnin
* Creatures now give double meat resources in Felucca (except Siege and Mugen)
* Frenzied Whirlwind now does more damage: 20 - 50 per strike
* Certain Dragons have been buffed; they are now more powerful than Cu-Sidhe, Reptalons, or Hiryus but take 5 control slots
* Ancient Wyrms now even more dangerous and powerful
* Harrower resists and weapon skills slightly lowered
* Bag of Sending fixed to handle items' weight ranges properly:
o 1 - 10 stones cost one charge
o 11 - 20 costs two, etc.
* Broken quest chains can now be resigned from properly
* Fixed bug where NPCs at the New Haven dock could block escort

* Fixed bug where player can become stuck when trying to leave the Dark Knight challenge
* Salvage bag: No longer creates overweight situations
* Salvage bag: Recycles cloth without problems when multiple items exist in the bag

* Blackrock elementals will not be a factor in your Valentine's Day mining activities

* The New Haven moongate (southwest of the city) received worldbuilding updates, and a guard zone
* Fixed an exploit where Champ Spawns can be guardwhacked
* Fixed an issue where the Damage Increase property on runic-crafted weapons was occasionally being dropped
Publish 48 Changes:
* Added the Salvage Bag:
o The Salvage Bag is the core of the enhanced recycling system. Players store items in the bag like any other container, but when a recycle command occurs, they target the bag to handle all the items at once.
o Layout:
+ a blue leather bag labeled "A Salvage Bag"
+ Available on Provisioners for a nominal (~1000gp) fee
o Details:
+ Use the context menu on the bag to select "Salvage Ingots", "Salvage Cloth", or "Salvage All"
+ All items of the appropriate type in the bag (metal for smelting, cloth for scissoring) are recycled into their resources
+ The player gets a message containing number of items successfully recycled
* Killing bosses in Doom will increase your chances of getting an artifact drop:
o Killing bosses in Doom will increase your chances of getting an artifact drop:
o Each player character participating against a gauntlet boss or the Dark Father will accumulate artifact reward points.
o The more artifact reward points a player character accumulates, the more likely an artifact will spawn in his/her backpack.
o Player characters who score higher on the Top Attacker list will earn more points. However, everyone in the Top Attackers list that stays the entire duration of the combat (even if slain) will still earn points.
* Moved the New Haven moongate closer to town
* Fixed bug that caused 2d chat name selection window to pop up when logging in/crossing server lines
* Fixed bug that caused karma loss before selecting a target when begging
* Begging will now reduce your karma less if you fail
* Resist Spells will now allow you to reduce some damage from Blood Oath ((resist spellsx10)/20 + 10=percentage of damage resisted)
* NPCs should cast Blood Oath less often
* The KR client should perform more smoothly in high-latency situations Upgraded loot for legacy and Samurai Empire high end monster loot, to more closely match Mondain’s Legacy monster loot. This affects mostly boss monsters, but has some impact on other high end monsters as well.
* Solen powder quest now rewards 4-5 powder.
* Bags of sending now use 1 charge per 10 stones of weight, rounded up. (15 stones would use 2 charges, for example)
* Significantly buffed up the Felucca champ spawn bosses.
* Increased the chance to get better power scrolls from champ spawn bosses.
* Increased the chance to get better items as loot from champ spawn bosses.
* Lowered Dread Spider difficulty.
* Lowered Dread Spider loot to match new difficulty.
* Swoop has been buffed.
* Faction stone now checks to make sure that a character is 30 days or older before allowing them to join a faction. Existing characters that are less than 30 days old are forced to quit factions when they log on.
* "Young" characters and characters less than 30 days old can no longer use faction stones or faction recruiting stones.
* Players can no longer invite a character less than 30 days old to a faction guild.
* Fixed a bug with the Tsuki Wolf that was preventing it from dropping the correct loot
* Fixed a bug that was causing champ spawns to accelerate the spawn on the entire subserver.
Publish 47 Changes:
* A number of interesting and useful items will now drop in the anti-virtue dungeons of Britannia.
The items will drop using the Treasures of Tokuno drop system (meaning the more you kill, the more
likely it is that you will get one of these items as a drop.)

* Changes to support new crafting menu

* Added PvP changes:
o Weapon special moves now require Weapon Skill and Tactics of appropriate skill levels. (i.e., 70 in each skill for primary weapon special moves, 90 in each skill for secondary weapon special moves).
+ Exceptions to the Tactics requirement are the following:
# Wrestling special moves.
# Shadowstrike since it already requires 80 Stealth to perform.
# Infecting Strike since it already requires Poisoning skill to be effective.
o Can no longer stack using a weapon special move and casting a spell or activating a skill ability.
o Nerve Strike paralysis is now breakable on hit.
o Nerve Strike paralysis is now scaled based on Bushido skill, from 50% chance at 50 skill to 90% chance at 120 skill.
o Nerve Strike damage is now a little more variable. May be 0 to 10 damage less.
o The Mana Regeneration item property is now subject to the principle of diminishing returns.
+ The hard cap on MR has been removed.
+ As the total MR from items increases, each successive point of MR will give less overall mana regeneration.
# This means that adding more MR will always give more mana regeneration.
# This also means that as you put more MR items on, you get less of a bonus from each additional MR item.
+ Having higher Meditation and / or Focus skill will give a bonus to mana regeneration gained from MR items.
+ Meditation and /or Focus will now benefit for intermediate values and not just for multiples of 10 (i.e. 80.1 used to give you same MR bonus at 89.9).
o Hit Point Increase from items is now capped at 25.
o Enhance Potion from items is now capped at 50. Player characters with Alchemy skill receive an inherent bonus to Enhance Potion that can exceed this cap. The bonus to Enhance Potion equates to +10% for every 33 points of Alchemy (i.e., 80% at GM Alchemy).
o The formula for controlling a tamed pet has changed - see here for more details.
o For controlling Lesser Hiryus, a player character will now need at least 90 Bushido (the same required to ride it) or an appropriately high skill level in Animal Taming and Animal Lore.
+ Success chance for control is determined by whichever skill set is higher (i.e., Bushido or the combination of Animal Taming and Animal Lore).
+ The chance to tame a Lesser Hiryu will remain the same.
o When a Lesser Hiryu chooses to perform the Dismount special maneuver, it will now have a 20% chance to succeed in performing the dismount. This chance use to be 100%.
o Players now have a better chance of actively meditating at high intelligence/low mana values.
o Ethereal mount stamina will now regenerate when a player character is not mounted. This value is stored on the character, so it will apply to any ethereal mount that character uses.
o Evasion can now only be activated once every 20 seconds.
o Cancel targeting cursor when using Animal Form. This is to prevent abuses such as using a bola, changing into Animal Form, running up your opponent with mount speed, changing out of Animal Form, and then instantly targeting your opponent.
o Anything that can dismount a player character will now force an opponent out of Animal Form. This includes weapon special moves such as Dismount and Riding Swipe, items such as bolas, and any creatures with Dismount, Raging Stomp, or Bola Throwing AI. The same timer will come into play for returning to animal form after being bola'd as currently exists towards remounting after being bola'd.
o Added remount delay for Animal Form when using bolas or the Dismount weapon special maneuver.
o A pet that performs a Dismount special maneuver will now add a remount delay for its owner.
o Death Strike will now cause 50% less damage when using a ranged weapon.
o Death Strike damage cap lowered from 70 to 60.
o Death Strike damage now scales based on the average of Hiding/Stealth from 30% to 100% of normal damage.
o Cancel targeting cursor when using the Hiding skill. This is to prevent abuses such as commanding your pet to kill, pressing a macro to hide, and then targeting the pet’s victim.
o Ecru Rings have been changed to possess 50% Enhance Potions.
o Rune Beetle Corruption pet ability will now reduce each resist by one half of its value for the duration of the corruption. The Rune Beetle Corruption pet ability use to reduce all resists to 0.
o Pets will possess the same notoriety as their masters when commanded, added as a friend, transferred to another player, etc.
o Enchanted Apples and Grapes of Wrath will now only be edible once every 120 seconds. The Grapes of Wrath will now have a duration of 20 seconds.
o Tinker poison trapped boxes will no longer poison the user if the user already has been inflicted with a stronger poison.
o Enchanted Apples and Grapes of Wrath no longer affect hunger
o Grapes of Wrath now last 20 seconds and have a 2 minute cooldown
o Fractional values of meditation will now count towards mana regen
o Nervestrike para chance now scales with bushido skill from a 50% chance at 50 skill to a 90% chance at 120 skill. Damage is also randomized from the current damage amount down to damage - 10.
* Added "eating" animation
* Snow leopards should be properly white
* Jewelry vendors will now buy silver bracelets from players
* The Dark Knight Challenge is now active! Cast "recall" on the rune the Dark Knight gave you to be teleported to his lair, where he will challenge all comers one at a time. You will be teleported into the arena within 30 seconds or when your turn arrives, whichever is soonest. Be sure to prepare, because you can only answer his challenge once every three days!
* Wood and ore nodes now have a chance to randomly respawn with different resource types.
* Players can no longer remain hidden while mining or lumberjacking
* The "Follow" macro will now bring up a targeting cursor
* Community Collection gumps should no longer be blank
* Fixed issue with movement being choppy/laggy
* The stat gain system has changed on all non-Siege Perilous ruleset shards:
o Only when a player character advances in a skill or is at the skill cap for that skill, he/she may gain a stat point.
o All skills now have a primary and secondary stat. The primary stat will rise 75% of the time. The secondary stat will rise 25% of the time. If the primary stat is not set to “gain”, the secondary stat will be chosen. If the primary and secondary stats are both locked or set to “decrease”, neither stat will rise.
Note: If a stat is at the maximum individual stat cap of 125 and is not locked, it can be chosen, but it will not rise.
o The chance that a stat will increase on any given skill gain is 1 in 20
o Purchasing skill training from an NPC will not raise stats.
o There is no longer a cap on how many stat points you can gain in any given time period
* The Poisoning skill will now have a chance to rise whenever a player successfully poisons a victim while using the special maneuvers: Infecting Strike and Serpent Arrow. Higher skill levels will require the use of higher level poisons in order to have a chance to gain.
* Khaldun puzzle boxes no longer float to the ceiling
* Using a Scroll of Alacrity now gives you a confirmation option before taking effect
* Potions of the same type and intensity now stack
* Fixed an issue with blackrock mining
* Fixed a bug with the Chivalry/Fast Cast cap
* Undead in Old Haven have gained an immunity to blackrock infection
* Fixed a bug that was preventing players from getting through the Hedge Maze properly
* The Escutcheon de Ariadne now has a lower minimum strength and increased durability.

Arms Lore has been changed:
* Arms Lore will increase when weapons and armor are crafted
* When a weapon is exceptionally crafted, the damage increase modifier will increase by 1% per 20 points of Arms Lore.
* When a piece of armor (not including shields) is exceptionally crafted, it will receive a resist bonus based on the crafter’s Arms Lore skill. For every 20 points of Arms Lore, one resist normally available on that piece of armor will be raised by 1, for a total possible bonus of 5 distributed randomly. (Ex. At GM Arms Lore, the total resist bonus is +5%. One resist could receive the full +5% bonus. Alternatively, one resist could receive +2%, and three other resists could receive +1%, for the total of +5%. )
