Ryan - take some sort of penalty into consideration sooner than later. Even if the penalty flops, at least it will sway some people from PKing. The shard may lose 5% of the population (reds) if the penalty is overly severe, but you will retain more of the 95% population because of this and perhaps attract more people too.
