updates to bulletinboard

it woudl be ncie to see a bulletinboard system that supports global posting acrost all boards on the shard, and/or also seeing the npc excortables to post on the board notifying of their general direction, similar to old school UO style.

i accually had a board taht did this but tis been broken since 1.0 and as much ave ive been trying to fix it my knowledge lacks on how it works, so if your willing to take up this task and woudl like somewhere to start ill post what i ahve gotten so far(it compiles correctly in runuo 2.0...doesnt work right tho)
