what do we need this in the sdk for.. I mean, you can just look at uo localization and search for the strings or numbers you need.

Ultima SDK is for developers, it would allow developers to easy add localization support to their UO utilities.

Krrios wrote it but he released the source. So right now, I guess its "anyone who wants to contribute".
