Default How do i???

what would i have to set my port as to make a local server that doesnt have anything to deal with my public server so i can test scripts instead of constant restart's ???

also can i run 2 clients at once for say im running my 1.0 and want to test 1.0.0 without having to shut down my 1.0 ? just set the local for the 1.0.0 ?

You're on the right track.

Edit the serverlist.cs (it's under the IP string, says Listensomething=2593) for the alternate (non-production) server to a port other than 2593 (or whatever port the regular one is on). Then set the new local serverlisting in UOGateway to the same port as the new (edited) server. Run the edited server (yes in conjunction with the normal one), and use the new local serverlisting to get on the shard.

In answer to question 2: yes, you can use 2 clients simultaneously...even on the same shard with different accounts (or two different ones). Hope this helps...
