I wnat to change the areas of guards protection...
Where can i change it?

That depends on where and how you want to change it.

I would look in towns.cs and see how it is set there though.

How can i make an area a safe area?

Look at the way it does it.

If you want to make a new region, then I would suggest Arya's Region Editor, you can get it at http://arya.runuo.com

ok i downloaded it, there i can edit the size of the area, but where can i change the settings?

You may have to define the region and set it to guarded, what do the instructions say? I'm not that familiar with it or I would tell you.
