I can't use any of the ninja spells /saneri spells says there all disabled how can I enable em

Short answer: you can't.

Long answer:
You have to wait until RunUO 1.0.1 comes out, which will support Nin/Bus, or you can script it yourself.

Don't make requests, people MIGHT have posted the spells in the submission forum.
