The usernames are not approved. I don't understand how you can want/expect help, yet at the same time, bash the object you want help with.
Anyway, are you sure you got the .net 1.1 non-sdk framework? |

Did you install the .NET Framework like Phantom said? .NET SDK != .NET Framework. The only cause of this problem (that we know of), is not having the Framework. So if you did, redo it. If you didn't, do it.

i went and downloaded the NET Framework 1.1 version and then when i run it it says the upgrade patch cannot be installed by the windows installer service because the program to be upgraded may be missing or the upgrade patch may update a different version of the program.

ok, here's the easiest thing to do.
go to: http://windowsupdate.microsoft.com Find the .NET Framework (should be in critical/high priority stuff). Install it from there. Guaranteed to work!
