Six questions:
Do you meen that you want people to be abel to join it?
Or that you want it running on your machine so you can play on it?
Do you have a router?
Wich Runuo version have you downloaded? (1.0 or 2.0)
Have you downloaded .NET framework?
Is "no clue" the best title you could come up with for this problem of yours?
