There isn't a command for this. You will have to modify one of the scripts that happens after they login for the first time ( there are several of them ).

Welcomemessage.cs I believe is one of them, no idea the exact name and since I don't have RunUO on this computer I cannot tell you the exact name.

If anyone has a problem with that, then report this post to a moderator
