Trying to get things to work

I have the latest version of RunUO 2 RC1 that I downloaded last week and I am starting to build a shard and having a great time but I am also getting frustrated. Can anyone help with the following: (AOS is enabled)

1. I've tried searching the forums and tried all the suggestions but cannot get the new player stat cap to 600?

2. Again searched the forums and would like to get the new player skill cap at 150 with starting all skills at 50?

3. I would like the players to be able to have two houses, but I would also like the owner and admins to have unlimited. Right now when an admin builds a house I want him to transfer ownership to me but it won't let them transfer more than 2 to me.

4. My last question would be should I go ahead and go to SVN since this is a new shard? Advantages? Disadvantages?
