Don't know about just playing the client on the same computer as the server (haven't ever tried it) but you could turn off auto account. That way, no one can log on and create an account -- you'd have to create one for them to log into.

Just put in your local IP ( 192.168.1.---), you can use the same port 2593. I do it this way for my test server, and run it and play on it to test scripts. Also could just have a very unique name in serverlist.cs, and dont tell anyone.
