Some problem in New haven,Help! - RunUO

I update my client to 6.0.5.0, and use runuo2.0 rc2 with Nerun's Distro v5.0.9.

But when I use admin to createworld and spawner the all of city, I can't see any npc in new haven.

Animal and beast are exist, but inner,bank...npc can't find.

Am I something wrong?

I just think it does not populate the area yet as some people have gotten to the point they do not even allow the new haven. Some even remove old haven (so there is no haven at all) to make it easier on the shard gms to keep it populated and running smoothly... If you find a fix let me know too... I do not use nerun but mine does not populate either (though old haven does).
