Arrow Problem Connecting.

Alright, I hate to sound noobish (even though I am), but I can not get this thing to connect. I have read the installation directions and followed them exact. I have tried connecting to multiple servers, including those in the UOGamers series.

This is the following that shows in my Debug.txt with the info for the shard that I typically play on.

Code:
Entered Main()
Environment..
   Operating System = 'Microsoft Windows NT 5.1.2600.0'
   .NET Framework   = '1.1.4322.2032'
   Base Directory   = 'C:\Program Files\EA GAMES\Ultima Online Samurai Empire'
   Data Directory   = 'C:\Program Files\EA GAMES\Ultima Online Samurai Empire'
Done
Setting up interop communications...done
Initializing Strings...done
Benchmarks: low resolution
Main()..
   Initializing Display...done
   Initializing DirectX..
      Fullscreen = False
done
   Done
   Initializing Map...done ( 0ns )
   Initializing Animations...done ( 0ns )
   Initializing Gumps...done ( 0ns )
   Initializing Hues...done ( 0ns )
   Initializing Plugins...done ( 0ns )
   Initializing xGumps...done ( 0ns )
   Display( "AccountLogin" ) -> 0ns
   AddGumpTo( "AccountLogin" ) -> 0ns
   Total -> 0ns
   Parsing IP ( "SERVERIP EDITTED OUT" )...failed
   Resolving...done ( SERVERIP EDITTED OUT )
   Connecting to login server 'SERVERIP EDITTED OUT'...failed
   Type -> System.Net.Sockets.SocketException
   Message -> No connection could be made because the target machine actively refused it
   Source -> System
   Target -> Void EndConnect(System.IAsyncResult)
   Inner ->
   Stack ->
      at System.Net.Sockets.Socket.EndConnect(IAsyncResult asyncResult)
   at Client.Network.Connect()
   Display( "AccountLogin" ) -> 0ns
   AddGumpTo( "AccountLogin" ) -> 0ns
Is this just me, or am I doing something wrong that I am not understanding.
Also, here is what my client.cfg looks like, maybe it is in there. The server information and my username/password is editted out.

Code:
ScreenSize=800x600
GameSize=640x480
FullScreen=False
ServerHost=SERVERIP EDITTED OUT
ServerPort=SERVERPORT EDITTED OUT
Username=xxxxxxxx
Password=xxxxxx
PlayMusic=True
SmoothWalk=True
EncryptionFix=True
IncomingFix=False
OldMovement=False
OldCharCreate=False
EncodeSpeech=True
SendUpdateRange=True
LastServerID=-1
ExtendProtocol=True
I eagerly look forward to your help, and forgive me if this was answered elsewhere, but I wasn't able to find an answer.

About the only other thing that I can think of is it is with a UO:SE installation...does that make a difference?

In your debug.txt theres a line that reads;
Message -> No connection could be made because the target machine actively refused it
It seems as if the server isnt allowing you to connect. Maybe your using the wrong IP or Port?

Lightbulb Figured it out

Ends up, my firewall was blocking the outgoing connection because I forgot to allow that program to access the Internet. I feel really dumb now. Oh well, I guess that it happens to everyone.
