This is a preliminary list of changes from beta 13 to the latest release.

Added mount/dismount macros. Works for pets and ethereals.
Added dress command.
Added disturb command for disrupting cast spells.
Added leavehouse command.
Added commands for customizing the scavenger agent.
Party invitations from guild members will automatically be accepted.
Added key-passthrough option for players using character macros without alt or control modifiers.
Holding shift when dragging items now drags the entire stack.
Added AOE display for mass dispel.
Added use-item-in-hand macro.
Added use-wand macro.
Added sticky bars.
Added travel agent.
- Catalogs runebooks.
- Displays runes on the radar map. Allows recalling or gating to the nearest rune by double-clicking or shift-double-clicking, respectively.
- New commands--recall rune-name and gate rune-name--for traveling to a rune by name.
Updated party radar.
- Players attacking or being attacked by you or any of your party members will be displayed as orange dots on the radar.
Revamped game graphics:
- Added character and item shadows.
- Character models are now anti-aliased.
- Terrain quality and anti-alias settings are now adjustable.
- Many spell effects have been improved. Some custom effects implemented, see lightning and meteor swarm.
Improved targeting system.
- Two independent targeting cursors are now supported--one local, and one server-side. For example, this allows one to change their last target without canceling their spell target.
- Party members will be notified when you issue various targets. Your target's name, guild, and faction will be displayed.

i like that you can now change targets with the spell cursor up

No, but you can turn on key passthrough.

It's either an option (Alt + O by default) or a hotkey you can set. I'm not sure which, due to the fact that I don't use the option.
