PlayUO sound - RunUO

I cant lower my sound or music volume , and i dont have a config.xml file? what do i do?
I also cant save settings, such as display settings. When i close uo and log back in the next time my macros are there but my settings arent.

I'd normally suggest changing a setting to make it return, but if you've tried tweaking display settings to no avail, then I'm really not sure what's going on.
