The shard i play on has a 3 second mining delay. I've created a macro that alternates between 2 shovels to speed it up. I was wondering, can I make it so that it could use two general shovels instead of two specific ones, so i dont' have to retarget new shovels when the old ones wear out? Or will setting it to general item type shovel try to use the same one over and over?

Set one to use a shovel and the other to use a pick. If you use the shovel on both there will be times that it will try to use the same shovel but not every time.

On the macro screen, you can right click each step of the macro you recorded. One of the options converts from a specific item to item type.
