Razor (0.1.17(beta)) & Windows 2003 Server - RunUO

I am trying to use Razor (0.1.17beta) on Windows 2003 Server. .Net Framework is buildin to w2k3. But Razor catch exeption and don't starts. what you think about this?

Did you apply the first service pack to the framework, if you have that is an issue.
