Buying arrows and leather - RunUO

I can't get Razor to buy arrows at all, and it will only buy leather about half the time. And yes, I use the NPC's Buy gump to get what I want bought. It buys other things every time, but never arrows and only sometimes leather.
Any ideas how I can get these to work?
