NO_HOOK errror when starting Razor - RunUO

Has anyone gotten a NO_HOOK error or know what this is all about? I've tried to Download Razor twice now and i still get the same problem.

oS is XP, down loaded razor25 and MS net frameworks . System is a AMD Athlon 1600+, 1.4gh, and 480 mb of ram.
