Help with Organize Please

Restock and Organize

This probably been asked before but none of my keywords made it in the search.
Anyway.

My questions are:

Restock:
Does this just perform like gather regeants from bank and/or container on to your character? (tested but acted abit strange sometime)

Organize:
I've tested but, there is no modification for sort them in a neatly rows like UOA?

With these two options in mind, I wonder if it's possible to use them for stocking vendors? I like to stock items nice and in a neatly fashion to save room but looked organized at the same time. I see UOA has the Organize feature that can perform this BUT only on the character's pack.

Is this possible to do for vendors or is this illegal? (for OSI)
