Razor error - RunUO

Ok, I'm at my cousin's house because he called me and told me he was having troubles with his Razor. I've tried uninstalling and reinstalling manually.... Same problem. He is fully patched with OSI. And is using Razor v.1.0.6. Here's the problem:

When he loads a UO Client his Razor tries to update. But it says,

Razor v1.0.6.41000 Changelog:

Changes/Fixes:
-Auto-death screenshots will no longer be taken during RPV playback.
-Some potential Vista compatability fixes.
-Some small language pack updates.
-Fixed a small crash bug relating to localization
