The title bar works for everything except for "Aero Glass" as far as I have heard. I do not know when, if ever, it will work fully. Don't hold your breath waiting for it.
In Windows XP if you right click an Exe file and go to properties and the Compatibility there is a "Disable Visual Themes" checkbox that will disable themes for that program only. If something like that exists for Vista, you could use that to show UO without the Vista theme (which should allow Razor to draw on the titlebar).

Yeah the same option exists in Vista too. So what you will want to do is find you client.exe and disable the Visual theme in its properties.

I tried various settings for the client.exe file but still get the transparent title bar. Is there a different file which should be modified to get this to display correctly?

Ok, a quick fix you could try is in the Compatability tab, check the "Disable desktop composition" and see if that will work. This should turn off the aero glass for everything while the client is running...
