having troubles with custom hues file

The shard im playing on has custom hues and custom tiledata so i put them in the uo directory but now whenever i try and login to the shard with razor i get an error message i have posted the message i get I have tried reinstalling both razor and UO but i still get the same problem oh and i cant delete or move the hue or tiledata files from the uo dir they say access denied and i have .net framework 1.1 installed any help is appreciated
